Abstract

Until the ‘80s of the past century surveys based on the web was very limited, especially in the field of official statistics. Recently the situation is going to change. Web survey
techniques adoption has been spurred mainly by the technologic progress, lifestyles changes, the wide-spread use of the Internet by people and enterprises, and the development of e-Government. Another relevant promoting factor is the increasing pressure to find effective methods to reduce costs. The increasing role played by the web surveys technique is stressed by the decisions of some statistical Institutes who adopted this approach in collecting data within the recent Censuses. In Italy, for example, the web mode is used to collect data by the net of the Public Administration, whereas a mixed mode (paper and web) still prevails for households and enterprises (even though there are incentives for web use). Given the development of such methods, the construction of the frame lists (and their continuous updating) plays a crucial role. Furthermore, adopting the most suitable strategies for dispatching the tools to be used for the compilation of the questionnaires to the investigated units, and the continuous monitoring of the process also play a primary role. The proposed track intends to collect, share, and discuss approaches and best practices aimed at improving the quality of web surveys. Contributions are thus planned concerning the ongoing experiences, with specific reference to: fine tuning, control and updating of lists of units; b) definition of the check plans during the on line filling in of the questionnaires, stressing the tradeoff between data quality and easy compilation; c) techniques of expansion to universe in case of non-respondent units.
